Mission and objectives

UNICEF work in Egypt is focused on promoting sustainable development with multidimensional equity for children, embodying the fair chance for every child principle. In line with national priorities, UNICEF work in Egypt focuses on Early Childhood Development bridging the first 1000 days through the first years of formal education, as a key means by which multiple threats to children may be addressed through cross-sectoral linkages. The expected results of UNICEF’s work in Egypt will contribute to national efforts and priorities and the 2030 National Sustainable Development Strategy; as well as the United Nations Partnership for Development Framework (UNPDF 2018-2022). UNICEF’s programme in Egypt contributes to strengthen the knowledge base for more child-sensitive social protection, and improve three fundamental elements of the early childhood years (health, nutrition and development). UNICEF’s work on learning and protection covers all children of all ages, focusing on the most vulnerable children, children with disabilities and adolescent girls.

Context

This UNV assignment is part of UNICEF’s Child Protection System Strengthening (CPSS) Programme, with a focus on advancing human rights and child rights agenda, including the implementation and follow up on the UN Committee on the Rights of the Child (CRC) recommendations and support to ongoing partnerships under the EU funded project. Stakeholders include National Council for Childhood and Motherhood, the Ministry of Foreign Affairs, the Ministry of Justice and other stakeholders working on child protection systems and huma rights. The UNV will contribute to strengthened coordination, technical follow up, documentation, stakeholders engagement and monitoring of key commitments related to child protection systems reform and child rights.

Task description

• Within the delegated authority and under the supervision of the Child Protection Systems Strengthening Specialist or her designated mandated representative(s), the UNV National Specialist will: • Support coordination and follow up related to implementation of the CRC recommendations and other international human rights commitments relevant to children. • Assist in maintaining effective communication and coordination with government counterparts, civil society organizations and development partners. • Support the preparation of technical briefs, meeting minutes, concept notes, report and advocacy materials related to child protection and human rights. • Contribute to organization and follow up on consultations, workshops, training and inter-agency meetings. • Support implementation of activities under EU project and other related initiatives. • Assist in tracking progress against annual workplans, outputs, deliverables and reporting requirements. • Support documentation of good practices, lessons learners and programme achievements. • Conduct background research and compile relevant legal, policy, and programme information related to child rights and child protection systems strengthening. • Perform any other related tasks as required by the supervisor.

Skills and experience

professional work experience, at the national and/or international level, in child protection, human rights or international development, or other relevant programmes; experience with working with government institutions, UN agencies or international development partners is an asset, as is experience working in the UN or other international development organization; • Excellent oral and written skills; excellent drafting, formulation, reporting skills; • Accuracy and professionalism in document production and editing; • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; • Sound security awareness; • Have affinity with or interest in UNICEF programming approaches, volunteerism as a mechanism for durable development, and the UN System.

Cairo, Egypt is a family duty station with a wide range of services (health, education and leisure) and good living conditions. It has long been a center of the region’s political and cultural life, with high levels of tourism. Like other similar cities, Cairo offers good quality of life in terms of access to shopping centers, banks, medical services, educational facilities, cultural events, etc. The Arab Republic of Egypt has a unique geographical position in Northeast Africa, at the crossroads of Europe and Asia, on the Mediterranean and Red Sea, and its connection to Sub Saharan Africa through the Nile Valley.
